The company was set up at the beginning of 1945 as a framework dedicated to the northern settlements of which the Palmach was put in charge. The Company's staff was situated in Ayelet Hashachar. Its commanding staff was transferred there after the company received the funds which were extracted from the senior companies. At first the company included four settlements: Ramot Naftali, Birya, Havakuk and Hachoshlim (which would later become Amiad). The plan to establish additional Palmach settlements and the increase in the recruited training camps situated in the region, caused the splitting of the company's territory with the new Company Eleven, leaving the company in charge of the settlements and recruited training of the upper eastern Galilee.
